Deferral of Removal is a very limited form of relief which bars the USCIS from removing the alien to a country where there is a substantial likelihood of torture.  The USCIS may detain an alien who has been granted deferral of removal.  The USCIS may decide to not issue employment authorization to an alien who is granted deferral of removal.
